Publican was born from a simple realization:

Global trade has become too complex for the systems that support it.

Over the past decade, international trade has changed dramatically. Trade blocs are shifting, regulations are tightening, and governments are placing greater emphasis on enforcement, revenue collection, and supply chain security. Measures such as Chapter 99 tariffs, sanctions enforcement, and the rollback of de minimis exemptions have fundamentally changed the way goods move across borders.

But while global trade has evolved, the technology behind it largely has not.

For trade professionals such as customs brokers, freight forwarders, and 3PLs, the modern trade environment is fragmented and increasingly difficult to navigate. Critical information is spread across disconnected systems, documentation requirements constantly change, and compliance risks grow with every shipment. Moving goods across borders has become slower, more manual, and more operationally demanding.

At the same time, Customs and Revenue Authorities are under growing pressure to collect revenue efficiently, enforce regulation, and prevent illicit goods from entering their borders. Yet many still rely on outdated tools that were never designed for the scale, speed, and complexity of modern trade.

Publican was created to solve both sides of this challenge.

The name itself is inspired by the earliest customs and tax collectors in history, a reflection of the enduring challenge of enabling trade while maintaining compliance, accountability, and trust across borders.

Ultra Information Solutions was established in 2016, originally developing intelligence and OSINT technologies focused on large-scale data analysis and risk detection. In 2020, the team recognized that despite the enormous scale and importance of global trade, the industry remained technologically underserved. That realization led to a shift in focus and eventually to the creation of Publican.

At its core, Publican combines proprietary trade intelligence with advanced AI capabilities purpose-built for trade enablement, compliance, and risk analysis. The platform is designed to understand the realities of global trade, from documentation and classification to valuation, sanctions, fraud detection, and regulatory enforcement.
